I've had some good responses from heroku about this issue, which at the very least cost us some time and money, if not downtime. They have indicated that they "will not be fixing their router" because they "feel very good about the technical decisions they made in designing it". However, they'll be offering dynos with twice the memory, for twice the price, and they are now recommending Unicorn as the rails app server on cedar. Unicorn essentially routes requests internally, handling 2-4 requests simultaneously on a single dyno. FWIW.

The two form a great pair and are already running in production on a number of applications, including Basecamp Breeze. In fact, Ruby 2.0 is the preferred Ruby to use with Rails 4.0." Heroku is not having a good month however, so we'll see how much bandwidth they have for this issue.
