You need to provide more information about what is happening with your application. Maybe it reads the data from somewhere? Maybe it has some timers running? A short example reproducing the said behaviour might be useful, too.

Third, I doubt that the same size would be enough for rotated image. You seem to need at least sqrt(2) times more at each dimension.

Second, about which point do you want to rotate? If about image's center, your offsets should (-image.Width/2, -image.Height/2).

It's usually not a problem to make 10k iterations, as you need anyway 10k times copying the character anyway. I would however prefer having prefixed length, as this allows allocating the buffer of needed length in advance, so that you won't need to keep old packets (containing string start) while scanning for string end.
