@franklin at runtime, because printf needs to parse the format string. However, this should normally be irrelevant. Further, a clever compiler could optimize this, and replace the printf with call to puts

sychronized is to prevent concurrency problems, to prevent that different threads of execution try to invoke "simultaneously" a method. In your scenario, you don't have this problem, but if you are programming your method as part of teh public interface of a class (as David did) which might someday be used in different (multithreaded) scenarios, then it's good practice to prevent that.

PNG is a image encoding format. To start manipulating the pixel values, you (the browser) have already decoded it to a "raw" image, it does not matter if the original was PNG, JPEG, GIF or whatever.
