See if you could move the Squid server to 'remote server'. That is a easy problem to solve. If you have to keep Squid locally, then explore VPN based solutions.

If it is just one rule, then out-of-order updates are not a issue. You just have to make sure that you do not create duplicate entries because of failed/incorrect communication. To get around this, I would create a chain each time, delete existing one and add the newly created one. Since you said distributed and many nodes, I am just looking for a consistent way to do this.
