Because the default data type of the top input is a string, which is what the author of the code wanted, so there was no need for explicit code. In general, the type cast function should be considered an advanced tool, as it requires some understanding of how LV stores and handles data and it has no protection mechanisms. The flatten to string primitive is more friendly and network streams would be even friendlier.

As Jim said, you need LV installed, but it should probably be possible to control it from a remote machine. I'm guessing that most of the scripting API does not have remote execution permissions, so it will probably require wrapper functions for each element of the API you want to use. I don't really know the codegen engine, but it might allow that. This is also what I would consider an advanced use case (requiring not only an understanding of scripting, but also of remote execution of code and its limitations).

There are various tools you can use for boolean logic, such as truth tables. I would suggest reading up on the topic. Mostly, it's just a matter of laying out the logic correctly. If you want some actual advice, I would suggest trying to use only AND and OR (you can use the compound node) and only inverting inputs. That generally makes conditions easier to read (clearer than implies, for instance, and if you look at the example, it's literally the (NOT A) AND B I suggested).

Actually, I heard there's a component you can install to have pretty much full access to VI server in an executable (see here), but I never tried it and I'm assuming it's not supported in any way by NI and is not guaranteed to work for all VI server primitives, classes, methods or properties. In short, not something I would rely on. Also, by what's said there, it looks like you're still expected to have a full license if you want to use it.
