What you have is code that runs on a web server. Nothing you do there runs on your users' machines. You need to go back to the drawing board on this.

Even if you got this working, it would try to do the scan on the web server, not from machine where the user is browsing. The only way to to this is via plugin like flash or silverlight.

Are you sure you don't want to do an UPDATE? INSERT means to add a new row. UPDATE means to change an existing row.

The difference is in the call site. In method 2, code that calls the function still has the original array when the function returns. In method 1, code that calls function has the new array when the function returns. However, if you just update, say, Arr[3], then the calling code would get the new value in both samples. In .Net, you should almost never use method 2.

You should be able to write this without using a loop at all, but I need more information about the data and schema to provide an example. Without that information, what you have is confusing: using the name "RptType" for a day counter, for example, especially when "month" is set as the level.
