comment Dotfuscator and types from merged assemblies
It turns out that in our build environment, there is another silent MSBuild task running after dotfuscator that is making all the merged-in types private. Thanks to the dotfuscator team for the prompt and helpful support. In particular, they suggested using the "-e" option to have dotfuscator leave behind the generated IL file for inspection.
