+1 to Alexei - if you need arguments: ASP.NET offers the whole mechanism for free (cookie as means to store session identifier between requests), not much value in reimplementing it, as long as one can stick to the convention.

thanks. Sorry if I wasn't clear, but I am not looking to upgrade the solution(unless I am forced to). I have changed the manifest, and thus am able to deploy. However I am unable to debug the extension when I am compiling on a different VS.

@musefan - I believe I listed some rules that are not consistent(at least to me). I even refered to the MSDN doc that I have been referring for a rule. I am not looking for the rules - I am rather looking at a (possible) API similar to Microsoft.Build that could do this for me. Am happy to take an answer that says it does not exist!

@ErikEJ - thanks for the tip, it seems to work except for my TestAdapters. Need to dig in a bit more. @Carlos - that blog focuses more on upgrading a project seamlessly across versions, while I need to generate binaries that works across versions.
