While the first solution appears to be stricter in the 'OR' relationship, author is correct preferring the second option. One column with multiple significations is often bad design and not very extensible in the future (example: yet another signification is added but old applications do not know about it and need to be modified)

No, this will select all the rows where the column is NOT in the list. Imagine he has a list 'A B C D E' and he wants to see WHICH of those 5 characters do not appear in the table. Your reply can give him 'F G H', while he maybe wants to see 'C D' if those don't exist.

Nice rant. One more addition: even if the (serverside) generated JavaScript code is dynamic and depends on application state, seperating into a different .js file and using JSON to export the server-side variables to the page-javascript is a better solution than to generate different code for each branch.

Be wary though that when practicing on a non-standard keyboard, you'll find yourself typing much slower and looking like an idiot on other machines. Not impressive if you have to give live demo's, help customers, give training ... imho it's better to train on the standard keyboard layout.
