Looking into this specific site more (ssllabs.com/ssltest/analyze.html?d=secure.crbonline.gov.uk) it seems that it only supports SSL3 and TLS 1.0 which might explain things somewhat. It also only supports weak ciphers: TLS_RSA_WITH_RC4_128_SHA/MD5. Odd that I've never come across another site with this issue before though? All other secure sites seem to work fine with cURL.

Unfortunately this is simply not the case. My Windows is using cURL v7.40.0 and OpenSSL v1.0.1m, my Linux servers are using cURL v7.35.0 and OpenSSL v1.0.1f (patched) and my Mac is using cURL v7.43.0 and OpenSSL v1.0.1o (brand new). This URL also won't work in most browsers (other than Chrome). Any other ideas?

The idea here was the number before the decimal point should be the number of hours and the number after it should be the number of minutes. Since there are 0 hours and 7 minutes between your times it should return 0.7, not 0.07. It's not a particularly useful figure in my opinion, but it's what the OP wanted...

You don't need ob_flush(); at all here, ob_get_clean(); closes the output buffer...

PHP headers are the right way to do this. Javascript / Meta tags are not as reliable. Remove the echo 'OK'; line (and any other page output generating lines) otherwise the header redirect will not work (unless you have output buffering on in the php.ini)... exit() is required otherwise script execution will continue!

Thank you for this! This works perfectly, it didn't occur to me to run the check again... I think it's better to make that another try_files statement: try_files $uri /handler.php$is_args$args; so it might be worth updating the answer for future reference.
