Being that this method mixes concerns (UI output, user input and business logic), it's not really of good design for unit testing. Separate those concerns and then the business logic can be unit tested.

Also, the DecryptData() seems a bit odd - you're overwriting the passed in parameter key with a class level member m_key. Perhaps you are using different keys to encrypt vs. decrypt here?

As an aside, you have quite a good number of object whose classes implement the IDisposable interface. You should be wrapping the lifetime of those objects in using statements to ensure proper deterministic disposal.

Follow SOLID principles, separate your concerns (UI vs. business logic), Don't Repeat Yourself, refactor 'til you drop. Those should get you to methods and classes that aren't mega-monolithic.

The problem here is with the IDictionary<TKey, TValue> interface. Neither of its type parameters are covariant. So that keeps anything that's not exactly of that type from being assigned. Period.
