This will not behave exactly like a BehaviorSubject if it's a hot observable and someone subscribes after the source has started. They will not get a value immediately, whereas a BehaviorSubject will return the most recent value straight away.

If a BehaviorSubject does exactly what you want, why is it bad form? It can be exposed as an IObservable if you want.

I think that replacing replacing File.ReadAllLines with File.ReadLines will reduce memory consumption. At the moment the entire file is read into memory before anything happens.
