yes, that is correct. i just want to order the execution of subproject builds. we made a decision at some point that there should be no hard dependencies between our repos, but then we are faced with the reality of day to day development.

the problem is that setup now depends on common via a maven repo dependency, and i can't change that. any change has to be done at the master project level. setup is in a different git repo than common. the structure is we have many repos with "soft" dependencies through maven repos, but we'd like to develop on them with a single gradle project.
