Nothing is ever safe. The key is that the amount of work to break all but trivial passwords is so high, that it's not worth it for an attacker to proceed.

pre-hashing with sha-256 would reduce the overall entropy. For low-quality-long passwords, this isn't a huge issue. But for complex ones, it's an issue. In practice, it's likely OK to pre-hash, but be sure to use raw output (not hex). I just prefer to publicly recommend vetted algorithms rather than composing my own.

One tip: If you can, get a sentinel hash. One where you know the password (perhaps create an account before dumping). Then you can experiment to figure out how the rest goes together by playing with different permutations of the input.

Please do not share passwords like this. Use oauth to allow the user to create a password in one place and delegate authority. Do not just assume they want you to register them on another site. And do not try to login to another site anyway.
