So... why not just use htmlentities? Does it not do exactly what you want it to do? (Make sure to use ENT_QUOTES.)

You can turn an element into a string with the str function, and you can join a list of strings together with the join function.

Usually we'll put metadata (i.e. src) into attributes and actual content between tags. The img tag has metadata but never actual content, so we make it self-closing.
