If you use RCS, there's usually a command line tool to check for uncommitted files, so I don't think you would have to use date -r $file +%F. Anyway, I totally agree with @RedFilter

I would add that it's usually better to stick to the default behavior. Your user won't be lost. Or, if you want to have a scrolling tabbar that does not behave like the default one, then make it look different from the default one so that the user does not expect it to behave like the default one.

You're not asking for concatenation, your asking for formatting/substitution. You should change your question. By the way, in ruby, concatenation is performed with + or << operators.
