As per the article I linked: STREAM : You will modify the data once, then use it once, and repeat this process many times. DYNAMIC : You will specify or modify the data repeatedly, and use it repeatedly after each time you do this.

@Sudarshan, if you are only going to use the data you send the GPU once per frame, GL_STREAM_DRAW. If you are going to potential re-use some or all of it, GL_DYNAMIC_DRAW.

You can send all the vertices each frame to the GPU, without using VBOs, or just update the relevant ones when you want to using a VBO and glBufferSubData. Either way you have to send some data each frame since things are changing, but if you use the VBO at least you can let the driver know you will be doing this through GL_DYNAMIC_DRAW and then it has a chance to optimize this.

This 'TCP buffering' solution is extremely complex and prone to failure in comparison to a load balanced solution. I have never heard of a buffering solution before, however tens of thousands of load balancers are deployed all the time.
