I agree with your sentence but your second makes me nervous. Absolutely, why is it being loaded twice - but clearing/reloading could potentially be expensive. Perhaps check if it is populated before adding some (if there's no way to prevent it in the first place)

Unless you're doing something particularly weird it's unlikely you can improve upon a simple join - that being said actually seeing the query would help! It's much more likely that the tables are not indexed properly or that the indicies are out of date. What does your execution plan tell you?

I hope you do - I'm intrigued now. I do wonder if a DNS lookup could be the best way... particularly once your testers realise they could add anything they liked to their hosts file
