If that's a wrapper around mysqli_fetch_array, yeah, that only returns a single row. You could go for mysqli_fetch_all. If it's not a wrapper around that, please provide more info about the database interface you are using.

@Sign: well, a bonus would be: if certain constraints are unsatisfiable, finding a 'close' match would be ideal, but that might increase the scope of the question beyond breaking point. However: I personally (maybe the OP thinks differently) be fine with a < 10% difference from desired output.

@AlmaDo: well, I was generally interested in this question about what is 'good practice' in sampling users based on restraints, so I've added the bounty to 'the way's question: if you say there will have to be application logic involved, I would fully accept an SQL & (pseudo)-application code hybrid answer outlining the general use and how to avoid pitfalls (like the one I mentioned on the 28th here earlier).

OK, the input is entirely different from the input in the first question... Deleting my answer ;) With the current input you can't do zilch, as there's no 2nd datapoint to check. The most you can get out of the input stated now is array_count_values, but that still doesn't tell you about what data points have in common.

You want to use $r['id'] there, and probably the way you build the array will not result in what you want. You might consider giving your entry in $rows either a meaningful key (that mentioned $r['id'] perhaps), or build the entire user before adding it to $rows.
