Very interesting! But I am not sure this is the specified behavior. When I navigate to Google.com on chrome, I can see that all the images are served from local cache and no network request is made. Yes, it is a problem for ad-servers but they have ways around it (Similar to the cache-busting that you mentioned). For example, this is what Google's DoubleClick suggests to get around the caching problem support.google.com/dfp_premium/answer/1116933?hl=en If what you are saying is true then we will not need cache-busters for modern browsers.
