Posted version 3. Uses recursion to avoid numbers table but limited to string length of ~32K. Encodes five special characters and anything above ASCII 128.

@ChrisCannon: I agree. The list of unicode values and their encoded values belong in a maintained table. And the CROSS JOIN is just an easy way to create a Numbers table. The Numbers table is in order to do a fast evaluation of each character in the string. But having both of these in a Reference database would be reasonable.
