You can programmatically have your service start debugging. See this answer from a similar question. This will allow you to set break points, and see exactly why your task is not running. My guess is that it may be related to permissions as rene mentioned.

The Emmet Eclipse Plugin is handy but it implements vendor prefixes in a somewhat dumb manner. Inside your CSS rule if you type -float and then press tab it'll blindly create the -ms, -webkit, -moz, -o even though it's not needed for the float attribute. It definitely is better than nothing though. More information for those that are curious about Emmet: docs.emmet.io/css-abbreviations/vendor-prefixes .

Not sure what you mean.. For text encoding, I presume the CSS file will be UTF-8. If you're asking about my IDE, I use Eclipse although that should not matter since I'm looking for a SBT (Play Framework's build tool) plugin not a Eclipse plugin.

Hmmm... you should see 20 requests but only 17 will have html bodies to read in. It may be a local firewall or proxy setting that's blocking outbound HTTP traffic. How are you verifying which requests have been processed? Which network sniffer are you using? I recommend using Wireshark to sniff out the HTTP requests. You might also want to do a System.out.println(url + " returned " + connection.getResponseCode() + " response code"); right before the return statement of the call() method to print out which urls are getting processed.
