if you really really wanted to, you could probably create the file, create your dynamic create table statement then use dbms_sql to create the table.. but then all your queries would need to be dynamic as well. Sounds like a lot of pain.

The sizes you are talking about shouldn't have any issue running on the free Oracle XE database or on a mysql database. Do you already have the list of rated words? What happens if the article has a word which isn't in your rated list?

"2- Will this be efficient enough to handle 700 calls in a second?" - what hardware is this running on, is anything else running on this, etc. this is a question only you can answer. Personally, I wouldn't do this kind of processing in the database, but would rather do it in an application server, which you can better ( and cheaper ) scale to meet your requirements.

Slighly off topic... but this immediately scares me "I want to synchronize immediately over HTTP to some other server". Putting a HTTP request within a update trigger is going to impose serious performance issues and consistency issues ( eg, what happens if your transaction is rolled back after you have made your http callout? ). Consider instead doing something like putting message on an advanced queue which your remote service can subscribe to, or even just a simple "records needed updating" table.
