PHP Error exceptions are intended to be thrown in situations where a programmer error occurred. Any Error thrown should be undeniably linkable to an actual bug in your code. If your use of Error or its subclasses matches this constraint, you may use them in your code. (This also implies that you should never catch these exceptions except in your top-level handler or very unusual situations. If your exceptions are supposed to be caught, then Error is not right for you.)

You need to add declare(strict_types=1); to the top of your file in order to make this an Error. (You'll have to catch TypeError or Error or Throwable instead of Exception,)

Unless you actually do need a new allocation, the correct way is using ZSTR_EMPTY_ALLOC(), which will return an interned string. (The name is bad, it does not allocate anything.)

The second code should work on both PHP 5 and PHP 7. Make sure you're not testing on some outdated PHP version (like 5.3).

Try running with opcache.protect_memory=1 and see if you get a segfault.

Also check that you're running on the newest version of PHP 7 (7.0.4). I remember a bug that manifested similar to this being fixed in an earlier version.
