Moving the code to the helper didn't do anything. get_sig_class_id didn't return a Fixnum representing an IP address. Only Fixnum#to_s accepts an argument, that's where your error came from.

I would test the end results of the method, whether a user has been saved, added to the email list, secrets published, logs recorded etc... The goal is to make the test fail whenever the actual requirements are not met.

From your code, FeeSummary only has the plural proposals, not the singular proposal. Do you have some methods in there you're not showing?
