Because you are calling the Random() constructor with no arguments, you are ending up with the Random object being initialized based off the system time. Because this is happening all in the same millisecond (most likely) you end up with all your Random objects starting with the same seed. See the Random() constructor for more help.

Have you verified that your join and where clause are actually returning you rows that you want? Replace the sum() with a * and add a limit to inspect that you do have rows coming back. What is the datatype of secondary_lpt.loan_amount?

You have a DROP PROCEDURE written in before the CREATE PROCEDURE. If you want to drop it before running the create, then end with your $$ delimiter. What you have between the DELIMITER command and the ending $$ is not valid as a single MySQL statement.
