is it possible that the WSDL isn't defining some of the differences between what I'm seeing in soapUI and Savon? The company gave me some special soapUI file that I loaded up. Possibly that had additional configuration to make it all work in there?

That is working, but it isn't inserting it into the Security header, instead into the soapenv:Envelope. See updated output above.
