Note that you can also have a run of <dt> elements. The <dd> elements that follow "belong" to all those <dt> elements, not just the last preceding one. Many people have desired a <di> element but it adds no new semantics, so it's not really a HTML issue.

It's not just that the outline algorithm isn't implemented in browsers yet, it's that there are statements from those at the browser makers making it clear that they've no intention of ever implementing it. As such, the outline algorithm is effectively dead in the water.

@timaschew - There's more than one thing going on here. Partly it's the minimum font size, partly it's the way different browsers deal with conversion from decimal to integer values. The metrics of the default fonts used may also play a part.

Pedantically, font resolution is not done on a does-the-browser-have-the-font basis but per character, i.e. On a does-the-font-if-it-is-available-have-the-character basis. So for example, a character can come from the sans-serif font if that character is not defined in the cambria font, even if the browser has the cambria font available.

@Alan - the background on body is a separate issue altogether. In HTML, when no background is defined on the html element, it adopts the background of the body element. The viewport then adopts the background of the html element, turning the whole page red.
