Down evolution should only be enabled on test servers, and will only be run when the applyDownEvolutions setting is set. On startup, it detects that an evolution is missing and down-migrates the db. It knows how to down-migrate because it stores the downs evolutions in the play_evolutions database table.

If I understand correctly, digest just calls watches in the current scope and child scopes. I'm asking why is it called on a sibling scope?

You can also integrate the Slick 2.0 code generator with Play Framework Evolutions, I posted a sample project here: blog.papauschek.com/2013/12/… I think the question comes down to this: Code-First or Database-First? In essence, do you want to write SQL or Scala to define your tables? From my personal experience with larger projects I now prefer writing SQL to define my database. No more leaky abstractions.
