You can doing it using eval, but most likely you don't want that. I think what you do want is to create a dictionary of the form {'detroit': [], 'chicago': [], 'portland': []}

@mico thanks for the comment! What would it mean though to apply both optimizations in addition? Optimize for "x" and then optimize for "y" without making "x" smaller?
