Thanks! This is of limited usefulness without a way to get the default namespace, so I added this: github.com/dotnet/roslyn/issues/5252. Let's hope it goes somewhere!

The key is that each step starts in the correct order. Dataflow has no control on what happens within your code. Think of a bike race with several stages. The cyclists start off in order, but by the end of the stage the order has changed. Then they start in order again (in our imaginary rules) for the next stage.
