Goodness me. Every index (clustered or nonclustered) that isn't marked as UNIQUE will have 4-byte uniqueifiers added automatically by the engine when necessary to make each row uniquely identifiable. ypercube was telling you that because your question states the clustered index would no longer be unique. Not unique = 4 bytes extra as needed = less benefit than you might think from making it narrower. Understand?

The DATEPART thing is unnecessary. GETDATE is treated as a runtime constant so the query only sees one value. A meaningless ORDER BY for ROW_NUMBER is more commonly written OVER (ORDER BY (SELECT NULL)).
