You must consider the possibility, and I see no sign that you have considered it, that your team leader knows (better than you) what they are doing and that the other design is better than yours; and better in objective ways. If this is happening repeatedly perhaps you are producing sub-optimal designs repeatedly. But this is way off topic.

Those look like ANSI/VT100 terminal control codes, which suggests that something which thinks it is attached to a terminal is sending them but they are being received by something which is not a terminal and doesn't know what to do with them.

I don't understand why you think that the unit tests need to be rewritten. It's relatively easy to write Fortran or C (or Python or any one of a myriad languages) tests which at link time are provided with the routine to be tested whether that routine is originally in Fortran or C.

Your use case seems to be right in the spot that both are aiming at, why don't you contact their creators and ask them your questions ? They're quite approachable.
