acceptIf(ID.unapply(_).isDefined)(...). And you should accept Travis Browns answer. It pointed out the problem in your code at language level and suggested the solution. You did not mention the logic (which shows up in this one) you actually want in your question and should not expect others to be mind readers.

Ordering.Implicits enables h(parentIdx) > h(idx). Without them you'll have to write implicitly[Ordering[T]].gt(h(parentIdx), h(idx)) using my [T : Ordering] style or equally ord.gt(h(parentIdx), h(idx)) using your (implicit ord: Ordering[T])) style

@tailrec is not mandatory. It is something you tell the compiler like "I think this function is tail recursion", and if the compiler finds that it is not, it will issue an error. Personally I add this annotation whenever possible.
