How arew you doing "Machine Recognized environment"? Are you using Client certificates, filtering IP addresses? Also, does "TestWebsite" has authentication enabled? Windows Authentication perhaps?

This is the more obvious approach, but does not work in the case that nobody has granted "Set Permissions" right on the queue, or probably only the SYSTEM account or Network Service account has that privilege. If that is the case, then the "hack" is needed.

You can add site using port 443, BUT you have to clear bindings before adding the final HTTPS binding: site.Bindings.Clear();

Getting Prism from NuGet is also possible, but (at least as to date July 2012) you will need to remove automatically added Prism References (beacuse it reference SL4) and add references again but using assemblies in <YourProjectPath>\packages\Prism.4.1.0.0\lib\SL5
