I just found that same file 404ing for me as well. I googled recaptcha 404 and this came up. It's unfortunate, but thanks to you, I didn't have to waste a lot of time trying to figure this out.

It's funny that the language abbreviation for Norwegian is "no", I have to think that somewhere someone was trying to say the english word no (or none and IIS cut it off after two characters.)

Short answer yes. But what is really going on is that you are specifying a namespace for all your elements. And if you used a different namespace for different elements, I think you would get different xmlns declarations.
