Ah, re-reading I notice that your server environment is 2003, so you don't get to use the Fine Grained Password Policies outlined in technet.microsoft.com/en-us/library/cc770394%28WS.10%29.aspx since it requires 2008+. I believe the article listed is a solution that covers any scenario you have.
