This solved it for me, however I didn't want to edit the source javascript. Simply setting the encoding on my script tag worked: <script src='selectize.js' charset='UTF-8'></script>

Are you sure that locale exists on your server? Depending on the OS/Distro they can have varying names. Running "locale -a" for example will give you the available locales on a Linux box.

Are you sure the page is being rendered by the browser in the correct encoding? What happens when you wrap the strftime() result in utf8_encode()? You should also ensure that locale (fr_FR.utf8) exists on the server.

Yes, you'd need to iterate. But, you also have the ability to use magic methods in PHP5. php.net/manual/en/language.oop5.overloading.php#object.set

Have you tried print_r($result)? fetchAll() should return all of the rows, and you shouldn't need mysql_fetch_array.
