This seems to be the most concise answer so far submitted, however, OP should be warned that, as hek2mgl suggested, the data format itself(unless clearly specified somewhere to avoid) can lead to ambiguity. No better answer seems currently possible without more info on data format.

"everyone" was wrong. it is the best idea to keep time in database as either simple integer specifying number of minutes, or use databases time column format, and convert to hours/minutes just at the output time. Didn't my answer work for you?

Thank you, but the point is that there provider X doesn't provide IMAP connection, so I can not link it to Gmail, neither by enabling Gmail's IMAP, nor provider's.
