comment setting parameters in upstream job
I needed to add a param to the current build for a BuildFlow job (which is why environment variable via EnvInject wouldn't work). EnvInject plugin gave me "currentBuild" on which I could call "getAction", "getActions" and "addAction" methods (based on your script). Thank you for sharing your solution.

If that answer helped address your problem, you need to use the mark as answer feature on stackoverflow. Next, you are now being greedy :-). Please see if you can edit the question and update it with newer requirements. I believe it should be doable based on the presence/absence of the vbs file.
