I have no experience with safe mode so perhaps that is your problem. Try turning it off? You shouldn't be using it anyway, it's going away and was a bad idea from the beginning (list most PHP language "features") php.net/manual/en/features.safe-mode.php

I used this technique to great success to do the same thing as the OP. For test runs I loaded COPY (SELECT .. ) TO .. constrained data into a "template" database and used CREATE DATABASE test_run_XX TEMPLATE product_snapshot_XX. I of course widdled the data down to a bare minimum so the product snapshot loaded and test db creation operations are fast enough to not be a team impediment.

PHP is a train wreck and there is absolutely no reason to choose it, it offers no advantages (except ubiquitous hosting) over ANY other language. If you don't like Perl (and it is pretty dated, I would not choose it for a new product even though I spent most of my career with it) choose Ruby, Python or Java.

Care to provide ANY evidence that it has better support for databases? PDO is a ways behind DBI and most people don't even use PDO, it's fairly common for PHP developers to code to database specific libraries.

It hurts my eyes to see in-lined variables no matter the security context. Placeholders are your friends.
