Assuming that you mean there are a lot of inline styles (what a pain!) then I've never seen anything like this before. As with the above comment a program that could do this, would likely just combine styles together and create a mess!

Have you considered using a "reset" stylesheet? Cross browser compatibility is a huge nuisance for all developers and in my experience a reset helps a lot.

Check the more information link that I sent. What you're attempting to do is check that the value contained in the variable <BOOKWEB-TYPE> contains the value Prescribed am I correct? If this is the case, what you need to do is extract the value from <BOOKWEB-TYPE>, assign it to a variable and then compare it. What you're currently doing will never match, i.e. the conditional statement will never return true

Why are you styling inline? You should be using CSS as that is what the question is asking; "Can this be done with HTML & CSS". Also inline styling is pretty much a no-no, except for when you build HTML emails.
