It would be appropriate that it's COBOL and that the majority of development is offshore devs. Or that it's just 3 bearded men that handle all the logic in a shared cubicle.

I agree the forms themselves are essentially like simple excel sheets, but it would be interesting to see if they've done any abstract work to make them easy to manage by non-programmers or something more creative than just coding up 2k forms.
