When in doubt, run Process Monitor. Seriously: run procmon, setup some filtering, wait for the exception to occur and look what other process is using your .dat file.

@AbdulrahmanAljehani - You can kill handles from an open process just fine using Process Explorer but as David already mentioned, you risk to criple your process or several processes. The question is why would you want to do that? I would understand it if it is an educational excercise but otherwise it's downright dangerous and most certainly not the solution to a problem you might be having. Read up on XY Problems

+1 This is the only answer that makes sense to me, including the ones to the linked questions. Just spend hours chasing a problem with Crashplan where the simple fix was to just inrease an obscure parameter in an obscure settings file. Who on earth choose an upper limit of 256MB, letting my backup's fail without noticing for weeks and having abundant system memory to spare.

+1 but to nitpick: the first sort isn't deterministic. If you apply it two times, the order changes (incidently to what OP needs). The second sort is deterministic but the sort order is desc io asc as I believe OP requires (I assume bar should be before cli as per Caek's comment).

Adding the window classname to the call seems to resolve the issue. Following works for me when trying to find notepad $fw::FindWindowA('Notepad', $wname) # returns a handle.. I traced FindWindow up into ZwFindWindowEx and can see the parameters being passed but it'll require some kernel debugging to know what happens next. My best guess is that the call into the kernel has changed.

@KeithHill - fyi, you might be right. Additional testing shows that by just removing the -force parameter, my initial script also works.
