I'm not sure what you are trying to say here, but writing the FPSCR is definitely allowed in user mode. It is, for example, the way to reset the cumulative exception flags, or change rounding mode - things which you can do from standard C code via <fenv.h>.

No, CCNT is driven from CPU cycles (possibly divided by 64). CPU clock frequency may vary with DVFS (dynamic voltage/frequency scaling). If you want to read a timer running at a constant frequency, you need to access the global timer, not CCNT.

If the structure is Pack=1 then you know that the structure may be stored at an unaligned address, and you need to deal with that. If the structure is not Pack=1 you can assume it has default alignment. It's no different from GCC's support for packed access. There's decades of experience says this can be implemented with reasonable efficiency when the programmer explicitly wants unaligned access, without in any way compromising the efficiency of default aligned data - even in "unmanaged" languages like C.

Correct, this is not just about converting from one instruction set to another but about converting from one ABI (application binary interface) to another. This includes parameter passing, structure layout, syscall interfaces etc. It may be possible to do individual cases as "heroic" efforts but any general plug-and-play solution would be both technically difficult and a legal nightmare.

If you can determine at code generation time whether the load is aligned or not, then you can generate fast or slow code as necessary. The key here is that the structure and its fields are clearly marked as being on arbitrary byte alignments, so you know you have to generate the byte-by-byte sequence. You're already going to be doing this for stores anyway.
