@PaulProgrammer Hi, the OP was already redirecting to a logfile, I just added the redirect of stderr to the logfile. If mail is desired over a logfile, each crontab entry can pipe stdout (and stderr) to mail command (with potentially different email recipients/subjects, etc for each cron entry)

if f.fot_empl is a long_Raw, why are you using dbms_lob.substr against it? (it would need to be a lob first)

although its not as fun as processing a file char by char, have you tried using Toad to export as Excel? You can check if SQL Developer (free) does this, but I doubt it (unless you consider a csv file an "Excel" file)

Not sure about using just pl/sql in the Oracle db server as a web container, not even sure this is possible without using tomcat or similar at a higher layer (or use nfusion middleware). Consuming web services, you can try utl_dbws or utl_http.

you're selecting across commits, which means you're reading from rollback. Perhaps tell your DBAs what you're trying to do (a heads up anyway) and run a single update statement

you'll quickly find that a full name field will contain all kinds of formats (FML L,FM Suffixes, punctuation, comments/garbage, etc). Probably best to create a function to handle this, rather than a bunch of cases within the SQL itself
