You might be better off with the Partner API. It will handle both orgs and the schema differences from the one WSDL. You will need to code for the differences, but it isn't too difficult.

You could use a separate tool with the same login credentials to verify access to your custom object via the API. There are a number of options at http://wiki.developerforce.com/page/Tools. Try the Force.com Explorer or Workbench. If non of those suit, there are a number of third party options too.

Ah, I've been there with the standard price book. It is a real pain. Maybe you could modify the batch apex SOQL to only find the intended testing Accounts? A pain for sure, but it might be easier to filter out the existing records rather than try and delete them all.

Is this an existing Account or one that was created by the test method explicitly? If it was an existing Account and isn't of interest to the test method your could try using @IsTest(SeeAllData=false)
