Ah, you need to pre-load your JavaScript for your partial view. You can include the necessary JavaScript references in your view to load the modal's JavaScript. You could also use some sort of module loader like RequireJS to load your JavaScript on demand. Then, your code will execute when the partial is loaded.

This would only be the case if you stored the timestamp in plain text. If it were encrypted, changing the timestamp would be much more difficult.

The datetime set in the BIOS is the same clock that Windows accesses.

Yes, that's correct. In that case, I'd recommend another approach for pagination. It seems that you should be able to load 200MB of HTML safely into the DOM of modern browsers. It was unclear from the question that the problem surrounded pagination.

Why not just use knockout.validation and write custom rules for each field on your form? Adding dynamic JavaScript to elements seems a bit of an antipattern with knockout.js.
