I don't believe so. FFMPEG would have the same problem as Java: the feature has to be made available by the underlying audio API.

Wowza is extremely flexible. I don't see how it could not be up to the task. Shoutcast/icecast is designed to copy a single, simultaneous stream to many users, so I would not think it's up to your task, but maybe it's more flexible than I realize. Ultimately, you are not going to be able to make it impossible to download the stream, since they have to download it to play it, but it is almost trivial download a playable icecast/shoutcast stream, and you can do more with the wowza stream to make it harder to access.

Actually, that's not true. As long as the fundamental is present, it will be the lowest pitch, and therefore a lowpass filter strengthen the fundamental relative to the other partials, which is why I suggested it. I will edit my answer a bit to make this clearer.
