I haven't looked too hard into it to figure out what the actual problem is, but if you use margin-left instead of padding-left, it seems to fix it.

CSS is always applied instantly. There is no such thing as "prioritize the loading of [the] CSS". A transition can affect the timing, but that isn't the case here. The problem is with your carousel, it probably overrides the padding when it scrolls to the next slide, and only removes it when the animation is complete.

If you don't want users to be able to see the images, don't send the images to the user. This means manipulating them on the server first. If the unblurred images get sent from the server, there's always a way that someone will be able to download them. Always.

Yeah, 60 means 60 pixels from the top of the screen. The reason it works better with 45 is because you want it to become fixed when it hits the black bar. So the number needs to be the distance between the bottom of the black bar and the top of the yellow nav. Which, if you measure it, is 40px.

Please please please don't store passwords as plain text. Hash and salt. There are plenty of authentication libraries out there, you really don't need to write your own.

@s1w_ Scopes are pretty confusing with js/jquery at first, but you'll get the hang of it. I'd highly recommend reading up on jquery scopes and closures so unexpected things don't happen :p

Are you using a bootstrap alert? Closing the alert removes the element from the dom. So that's probably what's happening here. Perhaps try using the bootstrap $().alert() functions instead.
